At the OECD Competition Open Day 2026, a clear divide emerged among policymakers, economists, regulators, and industry leaders. The question on everyone’s mind was whether the AI industry is becoming more competitive or if it is increasingly dominated by a few large players. Yet, the discussion quickly moved beyond market structure and technical benchmarks. The real challenge lies in how AI systems are interpreted and understood across different regions and cultures.


This shift in focus reflects a broader change in the AI landscape. While technical performance—such as speed, accuracy, and scalability—remains important, it no longer dominates the conversation. Instead, the way AI outputs are interpreted by humans, and how these interpretations align with regional values and trust systems, has taken center stage.



The shift from technical performance to interpretation


For years, AI development focused on improving algorithms, increasing data processing power, and refining models to achieve better accuracy. These technical achievements were measurable and comparable. However, at the OECD event, experts highlighted that AI’s real-world impact depends less on raw performance and more on how people understand and trust AI outputs.


This means that two AI systems with similar technical capabilities might produce very different outcomes depending on the cultural, social, and regulatory context in which they operate. For example, an AI tool designed for healthcare diagnostics might be accepted and trusted in one country but viewed with skepticism in another due to differences in medical practice, legal frameworks, or public attitudes toward technology.



Regional meaning systems and AI alignment
